Alt,ctrl and the down or up arrow usually fixes this

right click when oyur on the desktop, go into graphic options and you should get the rotation there too

For anyone else looking at this thread for this answer, a keyboard shortcut to do the same thing on most machines is ctrl-alt-up

Edit: I find it's generally this shortcut that creates the problem in the first instance
