I'm applying as a mature dependent student. I don't receive social welfare payments but my mother does. According to the grant notes I need to include a written statement from the department as proof of my mother's income from social welfare payments. Does anyone know easiest way of getting one?

If I can't get my mother to get one does that shoot down my chances of getting the grant?

I'd guess that if she just rings up/calls in to her local office and requests one she'll get it sent out to her.

im looking into something similar at the moment but as independent mature.

The next time she is signing on get her to go to current claims and request the letter.

if this is not an option send an email to the department of education, the county council and the student finance officer in your college and be very straightforward and explain your entire situation and see what they come up with.
