Sound Proofing Room

    Is there any way of affordably sound-proofing a room?

    I have wooden floors, and I can hear when the television is on in the room beneath me. Apart from carpeting my room which is going to be expensive, can I get maybe some rugs to block the sound. Furthermore, I have a wall that's next to a toilet and I can hear everything really from that room; I can hear the toilet flush etc. So, are there any effective ways to combat this ?
