I really dont know but I reckon check a sizing chart pick a budget, check a few local shops to see if he likes riding a roadie and check web shops like wiggle, crc, evens etc.

Is he into cycling or just wants one? They probably wouldnt make a good 'toy', buckled wheels, thin tires etc etc. If he is into bikes and wants to compete Home:Ballyhoura (another poster here) is an under age competitor (I think) and might be worth asking, might even have an appropriate bike for sale. You will get what you pay for!

New and under €500 your looking at base entry, so if your tight on budget and want a good one try adverts, gum tree etc. If new could you avail of the cycle to work scheme and maybe buy one too small for you 'accidentally';)
