    hi i have a B (car ) and W ( tractor ) learner permit do i have to get a C leaner permit to drive a nissan cabstar or does that vehicle come under category B

    This is the definition of a Cat. B vehicle. Whether a Cabstar fits that description or not i don't know.
    Vehicles with seats for up to 8 passengers and a maximum weight of 3,500kg (includes pulling a trailer where the maximum weight of the trailer when fully loaded is 750kg or less)

    If it does require a Cat. C permit, you must hold a full B license before being able to obtain a C learner Permit.

    Just thought it's worth pointing out that you can't tow a trailer with a learner's permit under any circumstances (unless it's an E category obviously). Also, this is often left out because with the 750kg rule it's usually redundant, but the GVW of the trailer must be less than the unladen weight of the vehicle.
    OP, it's worth noting that the gross vehicular weight of 3,500 kg includes both the weight of the vehicle itself and the weight of the load. It's possible that you could legally drive an unladen Cabstar with a Category B licence, but need a Category C if it was carrying a load of cement (or whatever).
    The GVW is the weight of the vehicle plus the maximum load you can carry, not just whatever you happen to have in the van at any particular time. If it was capable of carrying a heavier load like that, the GVW would be higher so you'd still need a C or C1 licence/permit even to drive it unladen. And if the GVW is under 3500, regardless of your licence you shouldn't be overloading it.
