    I am confused.
UPC Dublin have switched off all Nagra 1 streams, and are currently broadcasting only Nagra 2. Why don't they bite the bullitt and go with Nagra 3 thus eliminating all dodgy boxes currently available. What is stopping them?

I thought they were waiting for the completion of the introduction of the new viewing cards before they switch over to Nagra 3?

Let UPC figure it out. I'm sure they don't need our help.
