Was in Beirut only 2 months ago. I stayed in a hotel on the Corniche with is the seafr.ont. The hotel was not the best to be honest.Mediteranean Hotel was the name I left there and went and got a much better hotel in a place called Hamra, this is in a really busy district with shopping and restaurants. I would highly recommend staying here, more suited to the budget traveler. There are plenty of tour companies who offer an array of daily trips which include lunch, there are some great sites to be seen in Lebanon. Nightlife is also really good at the weekend, its pretty quite during the start of the week. Lebanese people i found to be extremely friendly and always wanting to help me out.
