What to do when a company changes your Quote?

I've brought in a company to install my heating system. They have already done a sizeable amount of work on the project but I recently got the bill.

    1. The quote states 13.5% VAT, but their bill is 21.5% and they are not willing to budge on that.

    2. Apparently certain parts of the contract were left out (namely installation of pipes). Although from talking with their engineer and sales person they failed to inform me this was an additional cost, even the builder was not informed this was an extra cost.

One thing in my favour on point 2 is that within the quote it clearly states what my additional costs are.

The Quote came from a Salesman, and even the MD of the company revised the quote when I request more features. So they had plenty of opportunities to ammend their Quote. So now they are looking for me to pay over €2000 more.

What bothers me about all of this is that by doing this they were very competitive with their quote but now are appearing to be the most expensive option as they omitted certain items to gain an advantage.

I feel like putting the boot in and call their bluff.

    Any Advice

I think that If they supplied and installed the equipment, they should only be charging 13.5% Vat. But I'd get a small bit of legal advice on it as to the correct Vat amounts and go back to them.

Most companies quote ex Vat and this is clearly stipulated on their quote.

It clearly states on every page:
This quotation is offered subject to standard terms and conditions of sale and valid for a period of 30 days and is subject to VAT at 13.5%

I am aware this is a footer they put on but they should have changed it or made an ammendment.

I've asked them about this twice, and they have said I pay 21% for the materials and 13% for the labour. Even though they are doing both.

What struck me as being odd is that I get billed for the materials in one invoice, then for labour in seperate invoice. So they are keeping them seperate either for easier invoicing or for some other reason (eg: get an extra 9% out of me).

Anyone got any experience with this type of blatant manipulation of quotes?

I would talk to an independent engineer or architect to look at the quote and see if they're pulling a fast one on the quote - it's obvious you wanted a system installed, so at what point did they tell you the quote was only for supply, not fitting?
Then talk to a solicitor. I will say no more on this subject.
Note sure about the VAT situation on materials and services. I've had solicitors charge me at two different VAT rates for phone conversations and paper!
