When playing for handicap does the person marking / signing your card need to be a member of the same course or is it ok for he/she to have their GUI from a different home course than yours?

I have been told that I can get friends from other clubs to sign my card, provided they have a GUI.

It depends on the club, often you can have any GUI member sign your card. However some clubs are cracking down on this and will look for one of their members to sign off on your play.
