Late package deals for 2?

Late holiday deals on budgettravel and the likes - say Costa del Sol for 329 - are these prices inclusive of flights AND accommodation for 2? It seems a bit silly that you'd have to book a separate flight.

If it's a package then it certainly would include flights. Normally with late deals they specify if it is "Flight Only" or "Hotel Only", if it's not a package.
