    I see places like the Vaults and D2 are doing reduced price drinks on a Friday up until 8pm.

    I thought Michael McDowell outlawed Happy Hour a few years ago.

    What has changed?

    I have not heard of any change. In a thread a few years ago I pointed out the loopholes and am surprised people have not exploited them. The law states.
    20.—(1) A licensee shall not supply intoxicating liquor on the licensed premises at a reduced price during a limited period on any day.

    (2) In subsection (1), "reduced price" means a price less than that regularly being charged for the intoxicating liquor during an earlier period after 10.30 a.m. (12.30 p.m. on a Sunday) on the day concerned.

    (3) A person who contravenes subsection (1) is guilty of an offence under this section and liable on summary conviction to a fine not exceeding—

    (a) for a first offence, €1,500, or
    (b) for a second or any subsequent offence, €2,000.

    There is nothing to stop them opening at say 5, and having a low price and raising it at 7 or 8. In effect they can still have a happy hour, just the price must never go down upon opening.

    Many pubs now have "happy days" which is another way around this, usually mondays or tuesdays.

    Another loophole is to simply have a particular brand of beer or vodka at a low price. But mysteriously be out of stock of it all day, until 5 arrives, then run out at 6 or 7. Or just be out of stock until 5 and raise the price at 6 or 7.
