we have several leaves showing galls, each about the size of a pea, on the leaves of a kilmarnock willow (which i understand is usually weeping goat willow on rootstock).

having never seen them before, i was wondering which insect causes them? is it just one, or is there a whole family of insects which might cause this?

Sounds like a Willow or Bean Gall. These galls are created by midges, sawflies, and mites. There are numberious species which could cause them The galls are an unusual growth of plant cells which have been stimulated by chemicals secreted or injected by the insects.
Inside the galls you usually find the grub or larvae
Usually these plant galls are not a major threat to the life of a plant.
