Video Annotation software?

Does anyone know a simple software app that can add notes and 'annotations' to video clips?

YouTube has something built in, and it is excellent, but I need some way of adding them to video files stored on my computer, and play them off line.

Windows Movie Maker is simple app that will do it for you, you may already have it on your PC if your running Windows. Use the search feature to check.

has a host of features like subtitling, callouts, selective zoom etc.

but its not free:(
