California cuts nearly everything from budget.

    "Our wallet is empty. Our bank is closed. Our credit is dried up," he said in the rare midyear appearance, which lasted less than 15 minutes.
    He has outlined a series of cuts that include an additional $5.2 billion reduction to public schools, laying off 5,000 state workers and further cutting the pay of another 200,000. He has proposed eliminating welfare for 500,000 families, terminating health coverage for nearly 1 million low-income children and closing 220 state parks.

    "People come up to me all the time, pleading, 'Governor, please don't cut my program.' They tell me how the cuts will affect them and their loved ones," Schwarzenegger said. "I see the pain in their eyes and hear the fear in their voice. It's an awful feeling. But we have no choice."

    Whats interesting is this:
    Schwarzenegger said state tax revenue has dropped 27 percent from last year and has returned to 2003 levels.
    Thats not as bad as us.

    Will we eventually be forced to take similar action?

    Which would people prefer?
    Higher taxes or to cut services?

    I suspect he's partly trying scare tactics after they rejected a number of proposals put to them.
    In the May special election, voters rejected all five budget-related measures placed on the ballot by Schwarzenegger and legislative leaders. That included three the governor said would have raised about $6 billion. Another measure would have extended the tax hikes for one to two years.

    In trying to force their hand to give something to help the current situation, he's using the threat over their heads of literally closing down the state!

    California is ultra capitalist so they could just about get away with them sort of cuts. There is a more socialist dimension to most EU countries. They prob couldn't implement such drastic cuts here.

    The IMF would do it though given half a chance.

    California is stupid-fucked, mostly because they're as close to a direct democracy as you can get.

    Whats interesting is this:
    Schwarzenegger said state tax revenue has dropped 27 percent from last year and has returned to 2003 levels.

    CA's tax revenue is based largely on investment income, in part because of Prop 13 [which was passed aaages ago and keeps property tax hella low]. So, as you can imagine, in a recession, everyone's investments start losing money, and the state can't collect any revenue at all.

    Basically the people in California have fucked themselves again and again due to being short sighted and greedy.
    Whine about our politicians all you want (in b4 after biggins) but at least they have the power to make unpopular decisions without having to beg the permission of the population.

    This isnt about the USA this is about California (and besides, we've just got started on our new class of Aircraft Carriers to replace our 1960s Nimitz... I wanna see it)

    California as I understand was grossly overspending anyway. What was one statistic I heard... the school budget gave 2 copies of every textbook per child, so they wouldnt have to carry them back and forth from school? That kind of **** is stupid and needless.

    For comparison.

    Ireland's military budget is about $1.3bn, for a population of 4million. Whatever California's budget woes, spending on the California Military Department (which also includes various emergency funds like disaster management) isn't one of them.

    People keep forgetting that the States are very independent political entities. The US Army is paid for by the Federal Government. State policing, social services, education etc, those are paid for by the State. California's budget issues are entirely California's problem.

    My tailor informed me that my right shoulder is lower than my left shoulder. I attribute this to the weight of my schoolbag as I walked to school. (Uphill, both ways, of course)
    I figure you have to have worked for those entire 18 months?

    Not all 18 months (As it would otherwise penalise workers who can only get short-term gigs like some contractors), but there are some minima.

    Do the National Guard get their funding from the state or the federal government?

    The vast majority is federally funded, via the National Guard Bureau, which then divvies out the cash to the States. NGB allocates money for the equipment and spare parts, the fuel/consumables, and the expenses of the mandatory training (Basic, OCS, skill schools etc, plus the usual two-three weeks a year and one weekend a month), plus a certain overage. Each State also has a full-time headquarters organisation operated by Federal Techs or AGRs (Active Guard/Reserve), budgeted for by NGB or DOD, though States are able to supplement the cash and add additional manpower should they have a desire to do so.

    Additional training beyond the federal mandate, such as sending a tanker to airborne school as a reward for excellence is paid for by the State. State activations, such as for disaster relief or riot control, is also paid for by the State.

    The State Militias are purely paid for and equipped by the States as they are not part of the Federal military structure.
