    When people are compiling ranking lists they have to have a cut-off somewhere. Simple as that.

    Those standards are over-generous. They are designed to be as inclusive as possible, and to try to avoid omitting any worthwhile marks. In reality, Tilastopaja only publishes top 20 for each event, so many marks inside those cut-offs will not be ranked. Last year's 100m list stopped at 11.01, for instance.
