Revenue OMSP on a LHD car

A friend has a left hand drive car that is on foreign plates. The OMSP on the car is fine. But the thing is, his is a LHD car which the OMSP doesn't seem to take into consideration. Is there a way the OMSP can be changed/appealed for a LHD car? I presuming that a LHD drive car would be worth alot less to Irish people thus selling for less.

I thought I remember reading about this on boards.ie before but I can't find it again.

He'd have to go through the appeal process to argue the reduced rate that should apply and obtain a refund.

I've a vague recollection that they reduce the VRT by 25% for LHD cars, but you'd have to call the VRO for an accurate quote.
