Does anyone know anything about this? I have been looking at the citizen's information website with regard to obtaining a grant/maintenance adn what I can't figure out is the below:

"Residence Your parents or guardians or, you yourself if you are an independent mature candidate, must have been ordinarily resident in the administrative area of the local authority from 1 October prior to applying for the grant. The local authority has discretion to waive this requirement in exceptional circumstances."

What if, as in my circumstances, I'm moving home from Dublin to the south and then hopefully to Blackhall in Cork - and therefore - I won't be a resident in the south from 1st Oct 2008 onwards and i'm applying as a independent mature candidate - I know it says that discretion is there - but how exception do the circs have to be?? It doesn't make sense to have this a pre-requisite.

Any advice would be greatly appreciated.

You apply to the Local Authority you were resident in as of the 1st October 08 i.e. Dublin.
