"Toning up" and building up?

    A friend of mine has decided he wants to loose a bit of fat off the stomach (there isn't much to loose) and he has started back running.
    I advised him that the best way to loose the fat was to build a little bit of muscle because the muscle will need calories to survive highering his metabolism (and by doing this instead of of only running he would not turn into the rake he was last time he got into the running)

    So now he's decided to join me training but says he doesn't want to end up muscular, just toned. I assume he won't actually get muscular unless he's getting enough protein in his diet (which he isn't) but he will get "toned", would this be right or what should he be doing?
