If your Mac has a built-in 56k modem, then yes, you can plug it into a landline and set it up under Print and Fax in the System Prefs. I used to use this facility on my old G5 iMac.

If your Mac doesn't have a built-in 56k modem, you should check if the external USB-connected one can do fax before getting one.

I presume that there are email-to-fax services out there, but I've never tried them.
