for a rear derailleur what's the difference between long cage and short cage?

Short cage is suitable for most set ups that involve a standard double or compact crankset.

Long cage is suitable for a triple, where you have a wider range of gears and need the longer cage to take up the slack in small/small combos.

Is it not true to say that you can interchange sram and shimano shifters and derailleurs, or is that only chains and casettes? I know I've run
    shimano rear mech/sram casette/shimano chain /truvativ cranks
    and
    shimano mech/shimano casette/sram chain /truvativ cranks
    with no issues at all.

It's only chains and cassettes. Shifters and mechs aren't interchangeable.

how would i know which is going to work out together? it's just i'm kind of half thinking bout trying to build my own bike, but this being my first time i have very little experience with what kind of components i should be buying or how they will all fit together...

Your cheapest option will be a groupset intact.

i presume just look the net for a groupset then? any advice what set i should be going for?

depends on your budget. and the type of bike.
    UltegraSL £500 for example

some shimano shifters work with sram mechs and vice versa.

Front mech and shifters from the 2 are 100% interchangable.

It all depends on the shift ratio, sram use 1:1 and shimano use 1:3 or so(im not 100% on the shimano one)

Chains cassettes and cranksets are interchangable.

    Sram chains all the way!

Short cages are used for clearance on rocks etc on MTB too.

I dont know much about the road gear so what ive said is just MTB specific.
