    Maybe its just the time of night but I can't think of how to approach this short question. Any help appreciated.

    Reaction time to a stimulus (y seconds) is believed to be related to the amount of a drug (x%) in the bloodstream by a simple linear regression model

    E(y) = -.1 + .8x

    with sigma=.02 what proportion of individuals with 4% drug in the bloodstream will have a reaction time in excess of 3 seconds.
