Why are past exam papers in universities not made public?

Backkground: I'm doing a course in law at the moment, and my Constitutional law exam is coming up. I normally look at the past exam papers, but this lecturer is new, and only last years paper was written by her.

I then had the great idea of checking the Trinity past exam papers to see what her exams were like there, but unfortunately you need to be a student in Trinity to access them.

The same is true of UCD and DIT, and NUIG.

Why do colleges copyright their past papers? I can't see the reason to hide them.

Is last years paper not enough? ....

Pattern matching in law exams is a pretty dangerous game ;) depending on the subject.

The lectures you will have attended and indeed the syllabus you have been set should be somewhat different to that of the other institution where the lecturer may have been, in substance possibly they will or should be the same, but many syllabi are completely different.
