What is the criteria to be asessed on your own income rather that your parents? I am on disability allowance and will have been for 2 years when I go to college. I wont qualify if my parents income is counted.

You have to be over 23, pure and simple.

Until then, the state assumes that your parents are looking after you financially. I can't quite figure out why.
