if some one was applying for planning permission and their brother in law was an executive planner with the same council would they have to disclose this in their application.

    Why?

The planning process is supposed to be transparent and the decision a planner comes to is supposed to be reasoned out in their report which has to be signed off on.

God knows I'm not the one to stand up for a planner or executive in the planning department, but they do have to live too.

Thats a completely different situation and nothing at all to do with your original question.
