Certificate Of Destruction

Recently a relation of mine got rid of an old car by basically giving it away to a scrapyard. I asked later did he hand over any of the documentation and he said no. Now to my knowledge this scrapyard is not a registered ELV (end-of-life) facility so I am wondering how I would go about obtaining a certificate of destruction. After all, the car is still owned by my relation and he could be responsible for anything that may happen it! For example number plates being used on the M50! :)

Would a scrapyard take ownership of a scrapped car?
    Thanks.

This has just happened a friend of mine... can anyone suggest what can be done as the car is still registered in their name?
