planning permission for roof terrace?

    We have a 10ft by 30ft flat roof extension in our back garden with silver felt roof that resembles a runway or heli-pad. I'd like to make it less of an eyesore and a funcitonal part of our home by putting a floating deck on it and railings around it for safety with access from the garden via a spiral staircase. Does any one know if this requires planning permission?

    I thought it may fall under "change of use" but all the examples of change of use I've found involve starting a business, so I am hoping converting a flat roof into a deck/terrace does not fall into that category..

    Any insight would be great!

    you will need planning permission as there will be overlooking issues to your neighbours. I did a retention planning application recently in south dublin for this, the neighbours complained and informed the council. Where is your property? is in a built up area?
