Any exception to drive to Canada and re enter the US w/o Passport?

My buddies and I are taking a trip from California to Seattle in a few weeks. We are thinking about driving up to Vancouver, BC for a day or two. One of them however is a foreign exchange student who doesn't hold a password or Alien card of any kind. I think he only have a California issued driver license. I don't know what other ID he may have beside that.

Are there any exception for us to enter Canada and re enter the US without any issue? Perhaps a checkpoint we can get checked out and receive a re enter permit or anything? Or it doesn't work that way?

You used to be able to cross the border as a US citizen with a state-issued driving licence, but not any more. A valid state issued ID and secondary form of identification (i.e. passport) is required for travel between the two countries.

    More information here: http://www.consular.canada.usembassy.gov/passport_requirement.asp

    and here:

Furthermore, how did this foreign exchange student get into the US without a passport? Of course he has a passport, and he can use this to cross the border between the US and Canada probably with no issue.

If he has a valid passport he shouldn't experience any issues crossing the border, although be advised that you're likely to be asked a few questions and your documents examined at the border like entering any country. Admittance is not guaranteed.

He could have entered the US on a UN issued travel document. Unlikely if he's an exchange student but the details are sketchy so it's still a possibility

Make sure all his documents are up to date and he is legally in the states.
Otherwise he will be let into Canada alright but when he tries to re enter the states with you he will be detained and sent back to Canada from where he will be deported back to his home country.

Ask to see his own passport passport.Check the stamps on it [it should have his date of entry into the states and something about how long he's allowed there].
Make sure everything is right.Ask to see his exchange student documents aswell.

How well do you know him? Could he be lying and be an illegal?
