Negative feedback for backing out of an auction?

Now that sellers can't leave feedback for buyers does that mean I could back out of an auction without punishment? I mean if I'm the winning bidder and I change my mind and simply don't pay can I do it with impunity?

You can get unpaid item strikes. This can result in account being restricted or suspended.

you sure can. Had 3 people do it to me over the past weeks. oh sure they get an "unpaid item strike" but that means nothing in practice. ebay = buyers paradise , sellers hell.
