In a word, no. Sounds to me like he doesn't actually own the car.

well he says he has the receipt to prove he bought it and says he has a receipt to prove he paid the vrt on it.im a little confused.not sure what to think!!

That makes a little more sense. So he bought the car abroad, paid the VRT but never taxed it and so never got a VLC for it? Wait until he has the VLC for starters, the car can't be registered to you without it. You'll also need to run a full HPI check on the car's UK registration to make sure it's ok (HPI do an identical RAC check for £5). Also ring the garages in the UK who stamped the service book to make sure that the work was actually done and that the mileages add up. Remember, no SH = assume the car's been clocked.

Given that there are so many 2nd car on the market now, you don't really need to put up with any uncertainty when buying....

(unless its a really special, can't find it anywhere else type of car - I'd walk away .... (in fact I'd walk anyway))

cheers for the help lads.he bought it in ireland.it was imported by the garage from japan.ya i dont think he taxed it and thats why it doesnt have a VLC.but should the garage have given him the log book or would he have to tax it before he gets that??i did a full history check on motorcheck.ie and it was all fine.

If its a Jap import then the garage filled out the paperwork for the log book, registering the car in the customers name. Why would the customer need to send away for the log book? That donesnt make sense. Also who buys a car from a garage with no NCT? The car has to be registered before it can be NCT'd. Either this guy is stupid or a scammer. I take it this car is an Evo or high perforamce? Not unusual for these cars to go walkabout from Dublin Port.

its a honda civic sir.he says he' sent away for the log book and he'll get it nct'd.is there any genuine reason why he wouldnt have the log book by now?

Maybe he's a lazy person! IS the car already registered? You need to do a chassis number check, he could have simply got two number plates made up that match an SIR Civic.

i think its registered.the vrt is paid.i used the reg on motorcheck.ie and everything was fine.

This could be plausible, even though it is messy.

    - After a car is VRT'ed / registered, a VLC is not issued until the car is taxed. If not taxed, then no VLC. Garage who sold it must register in customer's name but their responsibility stops there.

    - Can't tax unless it's insured

    - The car CAN change hands without a VLC. The documentation from the VRT office with revenue stamp would be required, and also a change of ownership form (use RF200).

    - The car CAN be NCT'ed without VLC or tax. Document from VRT office is used in place of VLC. However there is a delay in getting test date as you have to ask NCT office to put the car up on their computer. Also, is he going to drive car to NCT test centre without insurance ? Not your problem, but do you want to deal with someone with such a cavalier attitude to the law ?

then he told me it will take a few weeks as he realised he never sent away for the log book

That is just priceless. He bought a car which he couldn't afford to insure or tax, so I guess he spent a large amount on the car also (in relative terms). A big purchase, and he just realised he never sent away for the log book (which actually should have been taken care of by the car dealer).

    Run. A. Mile. Very. Fast.

DON'T BUY A CAR WITHOUT AN NCT!!!!

I've seen it all, from lads swearing that the car sailed through the last NCT, for it to fail the next one because it doesn't even have a cat in it! OP, don't even commit to buying it if it doesn't have an NCT. If you do, then he'll be pestering you in 3 months time when he has his act togeher, for you to buy his car and you'll probably have bought someone elses.

Also OP, if he can't tax it, insure it, or NCT it, then he probably hasn't been servicing it. Just bear that in mind...

OP - He could be as said above just a lazy git which is fair enough. However - and especially with a Civic like that - is it even worth the risk? I'd be running a mile. If he cant be bothered to sort out the paperwork, what kind of effort did he put in chosing a decent car in the first place or looking after it for that matter
