HTC phones in Ireland

Can someone please explain to me why you can get HTC phones on e.g. O2 in the UK for FREE and yet in Ireland you can't get them on any carrier at any price? Why is that?

Smaller market here? Tighter margins? Less demand? Less competition?

I would say a combination of all of the above.
