Tipperary - Terrible Child Abuse - What have Fianna Fail done?

    I was reading this book, just finished:
    In it, he had a number of interesting and somewhat shocking stories.

    Perhaps the most interesting story for me was the fact that a judge in Cork, presiding over a number of child abuse cases, slumped head first into his desk.
    After 5 minutes with his head in his hands, yelled out :
    "Men of Tipperary, will ye leave yer children alone!!!"

    According to Philip Bray, Tipperary is/was by far the worst county for Child Abuse and incest.


    What I want to know is:
    A) Is this actually true?
    B) What have Fianna Fail done to tackle child abuse in Ireland?
    C) Is it still a big problem in Tipperary or in Ireland?
