I had a bottle of "rust eater". you put it on the rust and it stops it in its tracks.. Think I got it in Halfords.

Sand the affected area. Use preventive (oxide paint) rust paint. Several layers of primer. Then your colour paint!

For stone chips I use a dab of the girlfriends clear nail varnish, does the trick.
