Buffer overrun

    When my friend tries to start up internet explorer he recieves a dialog box saying "buffer overrun" (even though he is connectedand) cant get his homepage.
    However if he goes through control panel and and clicks favourites and clicks on any of his favs then he gets whatever he clicked on.
    My questions are-has he got some kind of virus or worm? and is it safe for him to continue going on the internet in this way, or should he wait and get it sorted? Or can you tell me how to sort it for him?
    He is only on dial-up, so downloading any removal tools will take forever, and he has Norton anti-virus....
