If the main importer or distributor of BMW cars in Ireland is concidering importing used cars from the UK to supply dealers etc , will VRT be calculated on the Distributors purchase invoice value ? , or , will the Dealer have to pay the VRT on the hypothecial Revenue retail price ? .

I saw this in the Times during the week but it just looked like they were recycling old news...

VRT has to be paid the same as you, or I. On the OMSP.

The Distributor of new cars declares his own OMSP values for tax , special concession given by government , does this mean that he can also declare his own values for used cars he imports?.

No he has to pay the VRT on it same as everyone else, however the advantage of being a dealer is he doesn't have to pay it until he actually sells the car so he can have it sitting on the lot for 1 year and loose any Irish import duty on the uk price he payed.

Not correct . The dealers have to pay VAT on the margin , whereas the public do not , therefore it is not viable for Distributors to import used cars to supply to dealers , unless they have some concessions on VRT .
