I like the word forás.

If you like your own formation, maybe "Níl sé mar ceart ag duine ar bith teorainn a chur ar fhorás náisiúin."

Gluaiseacht implies actual movement to my ear, whereas forás is a more poetical sort of "progress", but when you're translating rhetoric it's always going to be pretty ambiguous.
