Claiming Money Back Off Tax for Fees

I just got the letter from College that the second payment of my fees are due. I'm Postgraduate in UCC. I was just wondering can I claim any money back? How does it work?

Fill out an IT31. Return it to the Revenue Commissioners with the college fee receipt.

Not sure how it works for the self employeed.
