your more then likely looking at your paypal balance.. generally thats always 0.00

you can check your 3v voucher balance on their site.. 3v.ie and put in the voucher number.

if there's still money on the voucher, make sure you've added it to your PayPal account as a payment method.. log in to paypal.com -> click on profile -> then credit card -> add new card -> put in the card details -> go buy what you want.
