Eircom or UPC phone

Hi, I was wondering which of these was better value? Is there anyone out there who has experience of both? Its for my parents house. They currently have eircom, with an average bill of €100. Would this compare favourably with UPC or are Eircom better value. They dont have any want or need for broadband.
