I'm sticking this here, because it isn't really economics, nor is it politics.
I'm looking for as factual an answer as possible.

It will probably be passed this year, but I have yet to see any costings, and I've heard estimates ranging from 20 million (too low I think), to 2 billion (way too high, so high as to be nonsensical).
I tried google, but I couldn't find any figures either way, so I'm hoping that someone here knows.

Yeah, I figure it'll be postponed due to the perceived cost in lack of tax savings, implementation, etc. Don't agree with that stance of course, but I reckon that's what will happen.

What is it that costs so much, if I don't sound dense?

    Tax breaks, things like that.
Marriage is heavily subsidised in this country.
EDIT: From the article linked above -
Income Tax: Ability to transfer unused credits, reliefs, unused bands.

l Capital Acquisition Tax: Exemption in respect of inheritance and gift tax.

l Capital Gains Tax: Transfer of capital losses and exemptions on transfers.

l Stamp Duty: Relief from normal rates on transfer of assets.
