It's designed that way to prevent every Tom, Dick & Harry commenting on an issue someone else has in the Help Desk. If it wasn't so, there would be little reason for having a Help Desk forum and a Feedback forum.

But how come some people can?

Admins, smods and some mods can.

Sometimes threads are moved to the Help Desk from Feedback or other forums. Where that happens, posts that had been made when the thread was in the other forum obviously don't just disappear.
