How did this happen ?

was it the renmoval of the shoulder chips made the spoken orders less effective ? - if so then why did vice pressy kill senator and daughter ( after his chip had been bitten out ) ?

i suppose it would be more effective on some than on others, also the VP could have been programmed more regularly
