Mystery cw signals on 40 metres?

During the mid-afternoon, I am hearing 4 different cw 'beacons' around 7.040 MHz. Each one just keeps repeating one single letter....'c', 'd', 's' and 'a'. No callsign or ID is given. They just keep repeating the same letter. I presume they are somewhere in Europe? Anyone know what they are?

There is a short article in the July 09 Practical Wireless entitled "One Letter at a Time" about the Russian beacons. Much the same information as we have here already but some interesting background as well.
