I recall hearing recently that planning permission requirement was changing re getting driveways cobblelocked or concreted to try and reduce flooding. Does anyone know when this is coming into force?

No idea what you are referring to. Here in Donegal it is conditioned in every grant of permission (and has been for decades) that no surface water to discharge to road and no surface water to discharge from road to site.

Its standard practice to show a sump & grid at the entrance on every site layout plan.

Ah that was what the OP was referring to. I thought it was just a standard detailing for surface water pick up & disposal at site entrances.
