special regulatory/economic zones

    Was thinking about areas where the government could try to expand to create more jobs or attractive areas for companies to invest in. It struck me that with the increase in web based services and the ever expanding data warehouses poping up everywhere that it could prove benificial to get an edge into this. While competing on the same level as the big huge warehousing centres would be out of the question on a smaller scale there could be openings with regard to sensitive data.
    One issue would be with the different privacy laws from country to country. If a regulatory zone similar to an economic zone but instead of providing tax breaks there was the promise to honour another countries data protection laws above our own.

    Any ideas or problems with this with regard to giving up data protection responsibility in such circumstances?
