you have photoshop but can'd just do it by changing the canvas size? That would be the easy way to do it in seconds. Just go to Image>Canvas Size and change the parameters in there

do you want something that does it with just one mouse click?
if so, learn how to make 'actions'

You need to change the canvas size twice, once for the white frame, and once for the black frame.

The canvas size dialogue gives you options on size of new canvas, positioning of image, colour of background in new part. This is how I do it.

POI - the image you posted may get flagged in some monitoring systems in places of employment. I've tagged the post with a NSFW for that reason.

I do it all the time with canvas size. Just select size in pixels, in all directions and background colour white and black.

Check how does it look and adjust the increased size in pixels. Once you'll get it to the size of your pictures, make an automated action.

I have been using YouTube to learn stuff. :o

It tells you step by step and helps if you have no knowledge of photoshop.

do you put a 3d bevel through the blending options on your white line around the outside ? it looks nice.

No 3D levels - the frame is enough to distract people from the image. although I do use frames, I am trying to keep my pictures simple.

does photoshop not have add borders? When I need to add a frame I just select borders add a border by pixel size in white and then again in black, I would then overlay with white text. Very easy.

I don't believe machies, programmers and preset values. If the picture should be bad, I would like to take full responsibility for it.

Have you tried to press the "Auto" button in "Levels" panel in Photoshop? :D (This is not a question, just a way to make you laugh.)

You could make the canvas larger black background and have the actual image with a white stroke. You could also make an action and automate that and do it for a batch if you so wished.

/didn't read that all this has been suggested already.
