If there are a shoe repairs in either Georges or Grafton Arcade or even Westbury Mall, then that is your best bet.

Ye I don't think there is.

Does anyone know if the shoe repair place in the Ilac S.C. punches holes?

    There's a shoe repair place in Marlowe's dry cleaner's on George's Street.

Oh, and the correct name for the tool is an awl.

An awl is not a punch.

OP, careful at Marlowe's - it's next door to the George, where you might get a different type of hole punched! :D

Go into any hardware shop and buy one for a few euros.

(Gyalist - I wouldn't call it an awl. An awl doesn't remove the insert of the circle like a hole puncher does. It merely forces a hole through the leather.)
