I know this is probably a really simple thing, but I haven't been able to find an answer:

Does an incoming call from Skype count as local or international in terms of charges to the person receiving it?

The person receiving the call would be charged as normal (if they are charged for receiving calls at all) - no different than if you called them from a landline.

so, to add, if they are roaming in another country when you make the call to them then they will be charged, otherwise they wont even know you are calling from skype.

Thanks for the answers, but I think I might have been a little unclear in my question:

I'm calling someone in Canada and they don't get charged to receive a local call (within their own city I think), but they do get charged for receiving long distance. I'm trying to figure if it will cost them anything to receive my call via skype. So when you say it'll seem to be coming from a landline, do you mean a local one?

i dont know the answer to that one.
2 things come to mind, get them to contact their phone supplier to ask, or simply call them for 30s and see if they get charged :) ?
