Hi All

Hope someone can help. I am trying to find out if there are any legal commentaries or guide books on the Supplementary Welfare Allowance Scheme (SWA).

I already have all of the official material but am convinced that someone must have written a book / guide on this area of the benefits system.

One last question, can any one tell me if the decisions of an Appeals Officer of the Social Welfare Appeals Office carry any legal precedent.

Any help is very much appreciated.
