changes to customs/revenue rules for veg. oil use

Hi, first a bit of background....

I've been using WASTE vegetable oil to drive my doubledecker catering bus around Ireland for a year or so now... power is also derived from our solar panels and wind turbine while we are stopped....
We collect the waste oil from festivals and events etc.... filter it and use it on a two tank set up on the bus, ie. start on diesel and switch over to veg. oil when the bus is at running temp.

I was paying the duty of 36.805 cents per liter used, self recorded and payable once I had used 1000 liters. This info was obtained from customs and revenue.

I have now been informed by customs and revenue that the rules have changed.
The tax duty is still the same, but have been told to continue to use waste veg. oil as a fuel, I must register as a TAX WAREHOUSE, which seems like a huge process, and one that would probably be refused (the words of the revenue officer). Sure I don't even have a 'warehouse'!!

It seems like a complete departure from what the rest of Europe is doing regarding 'biofuels'. In the UK for example a tax exception of 2500lt. a year of Veg. oil or biodiesel is in place for everyone.

I am amazed that Ireland has taken this route, especially as we have the greens in some sort of 'power' position. The revenue officer even told me that it seems the 'rules' came in to discourage the use of waste oil as a fuel, although it also includes the use of new vegetable oil as a fuel, which is probably the aim of the law.

Just wanted to let others know what the new situation is regarding veg. oil as a fuel. Be interested to know how many customs officers on the side of the road dipping vehicles know about the changes. I was dipped once earlier in the year, had all my paperwork regarding the duty paid, and they knew nothing about the regulations regarding veg. oil use then, so I doubt they will be up to date with the new regulations... we'll see.......

Any other experiences with customs out there regarding this issue????

No links I know of.... just a few phone calls with customs and a letter with the mountains of paperwork to read through... Customs/revenue didn't even really know when it has/will be taking effect....

I have no idea if this is correct, but I wouldn't be at all surprised if it is. We really must accept that it has nothing to do with saving the planet and everything to do with tax revenue. What an utter shambles our environmental protection measures are.
