We have a few people who shoot equestrian events and many others have taken candid shots at Smithfield Horse Fair.
You'd get a better response if you had "Horse Fair" in the title and you elaborated more in your post.

Go on to Flickr.com and search for Smithfield and you will see many pictures from the Monthly Fair, I know that a few were in Ballinasloe as well so maybe try a search fot that as well.

I've been to Ballinasloe Horse Fair last three years. There is no difference in photography, just respect those bigger and stronger animals as you would do everywhere else in daily life.
The worst thing that could happen is that they could think that the lens of your camera is an eye and could become suspicious or even a little nervous. Just watch their reactions and behave according to that.
And don't forget that the owner of the horse carries a stick to smack you if you do something bad :-)
Have respect, be nice and talk to people - all advice I could give you.
